Scott McLeod of BIS Safety Software and Ray Gaetz of AASP will be presenting, and Andrew Soto of Harvard Property Management will be hosting.

Scott, and by extension, BIS Safety Software is a leading solution provider of compliance and learning management technology and personnel on boarding technologies with extensive experience working with companies implementing safety management systems.
Scott holds a B.Sc. from Western University.

Ray Gaetz, has successfully led the AASP (Alberta Association for Safety Partnerships) as their CEO since 2019. Ray has over 40 years experience in the Retail Wholesale industry and attained a variety of Senior Level Operations and Management experience, including District Manager for Toys “R” Us, Business Analyst at FCL in the Food Business, Regional Human Resources Manager also with FCL and had Health and Safety experience in all the positions held over the past 25 years.
He has successfully completed his Bachelor of Commerce degree in Marketing at the University of Calgary. During his years as the Regional Human Resources Manager at FCL, he successfully completed his CPHR Designation from CPHR Alberta and most recently has completed his QHSO Designation with AASP.  Ray has also served on AASP’s Board of Directors for the 10 years prior to taking on the CEO position

  • Criminal code Section 217.1: allows for criminal prosecutions for recklessly or wilfully disregarding responsibilities under OHS Laws
  • Federal Penalties fines against individuals can be up to $25,000, while companies can be fined up to $500,000 & jail time can amount to as much as a life sentence.
  • Provincial Penalties fines for a first offence under the OHS ACT (section 48(1) (i) can be up to $500,000 and/or up to 6 months in prison per violation. If the defendant continues the first offence, they can also get an extra fine of up to $30,000 per day in administrative penalties.

Andrew Soto is a highly experienced Health, Safety, Environment, and Risk Management professional with over 12 years of experience in the industry. He holds a Gold Seal Certificate - Construction Safety Coordinator (GSC) and certifications as a Construction Safety Specialist (CSS) and Construction Safety Officer (CSO) from the Canadian Construction Association, BC Construction Safety Alliance and the British Columbia Institute of Technology respectively.

He has a proven track record of managing HSE programs for multi-million and multi-billion-dollar construction projects, as well as safety programs and risk management for real estate holdings portfolios and development projects. He has demonstrated excellent leadership, communication, and management skills.

Prior to joining Harvard, Andrew spent over 4 years as the HSE Lead/Coordinator at PCL Industrial Management Inc., responsible for conducting job-risk analysis, maintaining HSE documents, providing training courses, conducting incident investigations and reviewing incident reports.

Andrew joined Harvard Developments six years ago as the HSE Manager and has demonstrated excellent leadership, communication, and management skills. His main areas of responsibility include:

  • Developing and implementing health and safety policies, procedures, and solutions
  • Conducting risk assessments and audits
  • Ensuring compliance with health and safety regulations
  • Investigating incidents
  • Managing emergency response planning and procedures
  • Collaborating with relevant departments to ensure safety in all areas of the organization

One of Andrews main accomplishments in his role at Harvard has been to reduce external HSE software expenses by 40% and lowered WCB premiums by 20%. He was also instrumental in organizing and leading Harvard’s Pandemic Response Team in establishing and implementing COVID-19 practices and procedures, performing formal worksite inspections, developing educational and training programs for the company, and investigating significant HSE incidents.
