Project Manager

EPCOR’s Water Services (EWS) group is seeking a full-time Project Manager to join the Project Management (PM) team at the Gold Bar Wastewater Plant in Edmonton, AB.

This opportunity is open to both current EPCOR employees and external candidates.

The Project Manager will oversee the delivery of multiple capital projects ranging from small to large scale, ensuring successful execution from inception to operations handover. Responsibilities include applying sound engineering and project management principles to achieve project goals, leading project teams and coordinating internal and external resources, developing and delivering accurate project plans, managing stakeholder engagement, and ensuring quality execution. Additional responsibilities involve preparing cost estimates, adhering to budgets, maintaining safety and environmental compliance, scheduling and managing design and construction activities, and ensuring timely completion within three months to two years.

This role requires strong leadership, technical expertise, and collaborative skills to drive successful project outcomes.

What you’d be responsible for

You are accountable to the Senior Manager Wastewater Treatment Plant (WWTP) Projects and your key accountabilities will include (but are not limited to), the following:

 

Planning

  • Contributing to the development of the Project Management Operational Plan, ensuring clear objectives and priorities are set for the upcoming year.
  • Assessing budgetary needs, resource allocation, and staffing requirements to successfully execute the annual PM Operational Plan, delivering high-quality capital projects safely, on time, within scope, and within budget.
  • Providing strategic insights for long-term planning, regulatory submissions, asset management strategies, engineering assessments, and annual budgeting.

Execution

  • Implementing the objectives and priorities outlined in the annual PM Operational Plan.
  • Proactively identifying and resolving obstacles to ensure targets are met.
  • Adapting to shifting priorities as they arise, maintaining flexibility in approach.
  • Upholding safety and efficiency in all project execution activities.

Relationships

  • Engaging in cross-functional collaboration to effectively address challenges.
  • Consulting with customers and stakeholders to foster understanding and resolve concerns.

Collaboration

  • Working closely with colleagues to address issues and find solutions.
  • Sharing and gathering insights to support informed decision-making.

Delivery Strategy

  • Strengthening relationships between Project Management, Water Services, EPCOR, and external stakeholders.
  • Developing a procurement strategy that aligns with the Water Services capital plan.
  • Incorporating risk, stakeholder interests, and the broader business and regulatory environment considerations into the delivery strategy.

Delivery

  • Applying best practices in project management to efficiently oversee EPCOR capital projects.
  • Ensuring projects are safely delivered on time, within scope and budget, while meeting quality standards.
  • Evaluating risks, operational impacts, and integration opportunities to align with EPCOR's priorities.
  • Leading diverse project teams, including internal and external resources, to achieve objectives.
  • Monitoring performance metrics, reporting progress, and making adjustments to meet or exceed targets.
  • Collaborating with Supply Chain to execute procurement strategies, from proposal preparation to contract awards.
  • Defining budget needs for project implementation, including design and construction.
  • Enhancing project management processes to ensure compliance, risk mitigation, and continuous improvement.
  • Executing project activities, managing contracts, coordinating stakeholder input, and ensuring safety and environmental considerations in design and construction.
  • Partnering with the Project Management Office on portfolio management, including estimation, forecasting, and risk assessment.
  • Assessing and assigning Prime Contractor responsibilities while ensuring compliance with EPCOR's safety policies.
  • Communicating and engaging with customers and stakeholders through various outreach initiatives.

Risk Management

  • Adhering to Integrated Management Systems where applicable and assisting with necessary audits and other improvements as required.
  • Engaging key stakeholders, which include other areas of Water Services (including Planning, Engineering, Operations, Maintenance, Controls and Automation teams, Project Management Office (PMO), Public and Government Affairs (P&GA) and Supply Chain), other Business Units, contractors, consultants, suppliers, vendors, utility companies, regulatory agencies, private sector entities and the public.
  • Managing the performance and development of direct reports as required to ensure a high-functioning team.

 

What’s required to be successful

Qualifications, experience and behaviours you possess are:

 

  • A Degree in Engineering, from a recognized post-secondary institute
  • A Professional Designation: Professional Engineer (P.Eng.) with APEGA

Experience that includes:

  • 5 years progressively responsible experience in engineering design and construction project management.
  • Managing multiple small to medium sized, moderately complex water and wastewater infrastructure projects, in a leadership and decision-making capacity, overseeing project teams with minimal supervision and guidance.

Knowledge and Skills that include:

  • Engineering design and construction of water and wastewater treatment, distribution, transmission and collection systems Engineering design and construction of electrical systems and facilities supporting water and wastewater treatment, distribution, transmission and collection systems.
  • Best practices in project management and delivery processes at all project phases from initiation to close-out.
  • Project controls and document management tools and processes.

Proven ability to:

  • Analyze complex technical information and make timely, well-rationalized decisions
  • Deliver results, plan and organize work and people, develop and meet schedule, develop budgets and meet quality requirements.
  • Learn and use software and technology as required, to effectively deliver projects and complete necessary reporting.
  • Apply strong interpersonal and communication skills, and leverage networks to influence, persuade, negotiate, and facilitate discussions to make decisions, align interests, build relationships and resolve issues.

 

Additionally, these are valuable assets for the successful candidate to have:

  • Project Management Professional (PMP) designation.
  • Financial and management-related education.
