About The Role:
The Director of Policy, Strategic Planning and Communications is responsible for ensuring that Civida and its policies align with the mission, regulatory environment, and strategic priorities of the organization. This role leads to the alignment between strategy and operations, and fosters a culture of continuous improvement, while also overseeing both policy creation to support effective, compliant, and forward-thinking operations and governance.
The Director also monitors performance against strategic goals, supports decision-making through data and analysis, and ensures the organization remains adaptable, accountable, and aligned with both community, customer, and funder needs. Salary: Starting at $125,248.00 per annum
Key Responsibility 1: Policy, Government Relations and Sector Strategy
- Lead the development and execution of Civida’s policy agenda, balancing long-term strategic priorities with emerging legislative and regulatory requirements.
- Engage with sector partners, including government, to remain informed about emerging priorities, directions, and to remain aligned with all applicable legislation.
- Identify, monitor, and analyze legislative, regulatory, and sector developments that impact Civida, tenants, partners, and the broader affordable housing system.
- Provide clear, evidence-informed policy advice, options, and recommendations to senior leadership and the Board, translating complex issues into plain language.
- Lead the development, approval, and implementation of policy positions and decisions, ensuring alignment with governance, strategy, and operational realities.
Key Responsibility 2: Strategic Planning and Enterprise Performance
- Lead the annual strategic planning cycle with the Board and Executive Team, including facilitation, documentation, and follow-through.
- Complete and maintain an annual environmental scan and sector analysis to identify trends, threats, opportunities, and implications for Civida.
- Establish and maintain enterprise performance metrics, dashboards, and reporting routines that track progress against strategic priorities and key outcomes.
- Assess organizational performance and effectiveness by analyzing KPIs, results, and trends, and providing insights and recommendations for improvement.
Key Responsibility 3: Corporate Communications and Reputation
- Lead the development and execution of Civida’s corporate communications strategy, ensuring alignment with mission, vision, values, and strategic priorities.
- Define and implement key messaging for diverse audiences, including employees, tenants/customers, partners, funders, media, and the public.
- Serve as the senior communications advisor to the Executive Team, providing counsel on reputation, stakeholder communication, and messaging risks.
Key Responsibility 4: Employee Leadership
- Lead, mentor, and develop a high-performing team of staff members who deliver policy, strategic planning and communications.
- Foster a collaborative and client-focused culture, ensuring that internal stakeholders and external clients receive excellent service.
- Establish team performance goals, metrics, and key performance indicators (KPIs) to monitor and drive accountability, quality, and continuous improvement.
Qualifications:
- Bachelor’s degree in public administration, public policy, economics, law, communications, planning, or a related field.
- 10 years + in a senior level, policy advisor role
- Master's Degree is an asset
- Related designations would be considered an asset
- Demonstrated experience in policy research, analysis and development
- Experience in the non-profit sector would be an asset.
- Knowledge of the Alberta Housing Act and regulations, Residential Tenancies Act and regulations, Management Body Handbook.
- Knowledge of Freedom of Information and Protection of Privacy Act, and the Alberta Human Rights Act.
- Exceptional written and verbal communication skills; ability to translate complex policy and strategy into clear, plain-language messaging.
- Strong analytical capability, including synthesis of qualitative and quantitative information into decisions and recommendations.
- Proven ability to develop strategy, set priorities, and drive execution across multiple concurrent initiatives.
- Strong stakeholder management, negotiation, and relationship-building skills with internal and external partners.
- High political acuity, sound judgment, and discretion in managing sensitive issues.
