Reporting to the Director, Fleet and Facility Management, the Manager, Facility Operations is responsible to oversee the routine and non routine operations and maintenance for County owned facilities. This position provides a key leadership function in the municipal asset management strategy through developing maintenance and operational programs to meet required service standards.
The position is responsible for resource planning and budgeting, contract management, facility janitorial & security, parking, event management, and print services while providing quality assurance for the services provided.
The position will ensure that the branches' 4 program areas (facility maintenance, tenant services, print and mail services, event management) are adequately resourced and managed to provide quality services that supports the routine use of the facilities by the various municipal departments. This includes recreational venues, office buildings, public transit, emergency services, utility services, fleet maintenance facilities and community halls.
As part of the department's leadership team this position will, participate in strategic planning, continuous improvement reviews and the long-term achievement of the departments objectives while providing support the entire department's staff.
Responsibilities:
- Develop service standards, service level agreements and KPI's that support the delivery of services to all facilities or user groups
- Provide recommendations for changes to systems or equipment based on the performance results, operational costs or changes in facility use
- Develop annual operating budget requests based upon the client service level agreements, good industry practices and annual work plans
- Monitor purchasing/expenditures to ensure work conforms to approved budget plans
- Provide forecasts for services required and anticipated operating costs for all proposed new or renovated facilities
- Establish sustainability goals and support programs to deliver upon objectives including energy management and environmental focused facility operations
- Assist in the develop and maintain life cycle programs, identify upcoming equipment replacement, priorities, budget requirements and adjust replacement schedules to align with budget realities or facility operation constraints
- Provide leadership, mentorship, and guidance for branch staff
- Supervise the facility maintenance, tenant services, facility events and print management program areas to ensure branch goals and staff performance align with department and corporate objectives
- Responsible for managing the branches OH&S responsibilities
- Maintain and update preventative/predictive maintenance strategies for all facility equipment and systems
- Provide routine skills training for operations staff to maintain their competency on changing equipment requirements/service routines
- Maintain and enhance all heating maintenance programs within the Community Energy System including boiler care, water treatment, emergency power generation, distribution pumps and piping, energy transfer stations and electrical, communication, and control systems
- Develop and update facility emergency response plans to address changes in facility use, staffing or risk evaluations
- Develop and standardize security programs that support municipal operations and complies with Legislative requirements and corporate security objectives
- Develop and manage parking programs, parking fee recommendations and parkade maintenance plans
- Develop and monitor contracts for the delivery of routine or non routine services using outsourced vendors as well as review of contract deliverables for contract renewals
Skills and Abilities
- Experience developing and using CMMS systems (Asset Planner is the current system) for resource planning, scheduling, and work force management
- Strong oral and written communication
- Demonstrated ability in developing and maintaining effective relationships with internal and external stakeholders
- Solid understanding of the asset management lifecycle and how facility operations and maintenance fits within the larger corporate asset management program
- Demonstrated ability to develop long range vision and strategic plans to achieve forecasted future needs
- Demonstrated ability to successfully facilitate, mediate and influence successful outcomes through discussions, technical presentations and negotiations
- Demonstrated analytical and planning skills along with critical thinking is required to deal with emergent critical needs and to manage expectations from multiple departments
- Strong leadership skills working with operators, contracted trades/services and clients to ensure needs are meet
Qualifications
- Minimum of a CET, or P.Eng designation with direct experience in mechanical / electrical systems or a post-secondary degree in business administration, plus certification as a Facility Maintenance Administrator (FMA), Real Property Administrator (RPA), Certified Facility Manager (CFM) or Certified Asset Management Professional (CAMP) certification
- Minimum of 10 years of related job experience managing facility operations including maintenance planning and supervision
- Have or be willing to acquire a minimum of a 4th class power engineering operating license (ABSA) within two years of commencement of employment
- Working knowledge of all facilities systems, including civil, structural, electrical, mechanical, environmental, refrigeration and facility operations
- Extensive knowledge of building codes, safety codes, land use bylaws and legislative requirements
